Mr. Starkes is a native of Columbia, S.C.  He received a Bachelor of Arts degree in Business Administration from the Citadel and his Juris Doctor degree from the University of South Carolina School of Law.  He is a former Assistant US Attorney for the district of South Carolina.  He is in private practice in Columbia, SC where his areas of law include personal injury, housing & real estate, trusts, estate and probate.
